Objectives

CoESS’ primary objective is to represent and defend the joint interests of its national member federations and of their member companies in turn, both at European and at international level. CoESS is therefore strongly involved in the work aimed at harmonising national private security legislation and regulations building on the highest level of professionalism and quality.

 

In order to meet this objective, CoESS:

  • Carries out professional, economic, commercial, legal, social and other research concerning the activities of its members
  • Gathers and distributes to its membership any information regarding their sectors of activity
  • Represents and effectively defends the interests of its members vis-à-vis European and international organisations
  • Defines and promotes the joint positions of its membership in relation to Community and European policies affecting their sectors of activity
  • Increases the quality level of the entire industry, including through the standardisation of regulations 

With more than 20 years’ sector experience, gained by working in close partnership with both public and private customers, CoESS can draw on a broad expertise and knowledge base and is the prime interlocutor for EU policymakers and policy advisors seeking industry know-how. For that reason, CoESS is systematically consulted on any EU policies and strategies, which may affect the industry’s short-term or long-term interests.

 

CoESS strongly believes that the multitude of EU policies and strategies directly or indirectly impacting the private security industry should be coordinated and integrated to create added value and real progress towards preventing and minimising risks of all kinds. CoESS therefore appeals to EU decision-makers to invest first of all in establishing a global policy framework. If the framework’s outlines are clear, it will become easier for the EU to develop specific strategies.

 

Given the globalisation of threats and risks, the EU is ideally positioned to take up this coordinating role at the political, strategic, and implementational level.

 

CoESS advocates a ‘one-stop EU approach’ to private security. Only such an approach can enhance the coordination, unification and effectiveness of all ongoing policies, initiatives, research and programmes related to private security at EU level.
