Membership
Who can become a CoESS member?
The national bodies (association or federation or any
other institution of the same type and with the same objectives) representing
companies which provide security services in all their forms and, in particular,
guarding, transport of valuables (CIT), airport security, electronic surveillance
(monitoring), etc in European Countries may become members of CoESS. The
bodies which are established in a Member State of the European Union and
which wish to participate in the work of CoESS have to join as active
members.
The bodies that fulfil the conditions required by the
CoESS Statutes to become members, but which are not established in a Member
State of the European Union and which wish to participate in the work
of CoESS may join it as active or associated
members. However, as soon as this State becomes a Member of the European
Union, the associated member(s) representing this State automatically
become(s) active member(s) of the Confederation with the rights and obligations
incumbent on this position.
The organisations, companies and individuals not belonging
to any of the categories stipulated above may join CoESS as a correspondent
member or sponsor.
How many associations per country can become a member of CoESS?
CoESS only accepts one body per country.
Exceptionally, a country may have two bodies or even
more as CoESS members, but only in the event of the activity of each being
sufficiently distinct, so that all of security services in all their forms
are represented. In this case, the admission of several members will require
a specially justified deliberation of the Board of Directors. Moreover,
all of the bodies that would thus represent one country will undertake
to do everything to move towards a single national federation representing
all of these bodies and covering all of the private security activities
within that country.
Representativity of CoESS members
Each body seeking the right to become a member of the
Confederation must provide the proof of its national representativity.
If a State does not have a national association, a private
security company may ask to become a member with the responsibility of
organising a national association during the year following its admission.
If the national association has been created, this association requests
membership. If the national association has not been established, the
position of the private company as a member is automatically cancelled.
How to become a CoESS member?
A formal request for membership must be addressed to
the CoESS Chairman or the Board of Directors.
In the event where representativity of a candidate member
has been established, the Board of Directors shall approve its membership
as an active member or an associated member.
The Board of Directors shall also approve the membership of all of the
new correspondent
members.
How is the quality of a member lost?
The quality as a member is lost in one of the following
ways:

The resignation on receipt of a registered letter
to this effect sent to the Chairman of the Board of Directors. Any
member which does not pay its subscriptions and other financial contributions
incumbent on it, after formal notice without effect for three months,
is deemed to have resigned.

Removal by a decision of the Board of Directors,
ratified by the General Assembly in the event of the loss of representativity
or of winding-up or by modification of the objectives sought by an
active member organisation.

Exclusion by the decision of the General Assembly.
