Today, security checks at airports are standard throughout the world. Over the years, these checks became manifold and time-consuming. First carried out by the police, the procedure was slowly transferred to the area of competence of private security companies. The quotations issued by private security providers, however, are very heterogeneous and not always comprehensible or comparable for purchasers such as airline companies and airport operators. If there is a new call for tender, the decision for acceptance will mostly focus on the bargain price. Missing up to now are therefore objective quality criteria on the basis of which enterprises can demonstrate their competence, for instance their scope of services and the qualification of their staff. Such criteria are now being elaborated at European level. For this purpose, the European Committee for Standardization (CEN) has established a new Project Committee entitled CEN/PC 384 'Airport and aviation security services'.
The CEN/PC 384 project is aimed at developing standards for airport, aircraft, airline and airport-related civil aviation security services that are provided on a contractual basis. It specifies requirements for private security companies and their independent branches and/or establishments related to their organisational structure, personnel management and methods of practice, and stipulates quality criteria for the delivery of civil aviation security services. The standard can be used by civil aviation clients for the selection, attribution, awarding and post-contractual reviewing of the most suitable civil aviation security services provider.
On November 4, 2008 the first official meeting of the Committee took place at the Austrian Standards Institute in Vienna. Both CoESS and ASSA-I, the Aviation Security Services Association International, corresponding member of CoESS, have acquired liaison status in this project. On September 25, 2008 CoESS organised its Annual General Meetings in Sofia, Bulgaria. CoESS would first and foremost like to warmly thank its Bulgarian member federation, NAFTSO, for hosting this year's General Assembly in Bulgaria 's capital, Sofia . CoESS thanks NAFTSO for its kind and generous hospitality and for the opportunity to meet with some of the Bulgarian private security industry's high officials and parliamentarians. CoESS also wishes to express its gratitude towards its member federations for their active presence and participation and towards the different Working Committees for the excellent work that has been delivered this year. The General Assembly was again a successful and informative event! Next year's General Meetings will be organised in Brussels, Belgium, on October 1-2, 2009.

The CoESS Working Committee Maritime Security is proud to announce the publication of its manual entitled 'European Training Manual for Maritime Security Personnel – ISPS Code'. The International Maritime Organisation (IMO) , responsible for the safety of the shipping industry in general, issued a number of obligatory regulations and recommendations that constitute a framework within which maritime safety can be improved considerably. These regulations and recommendations are documented in an international agreement, i.e. the International Treaty for the Safety of Lives at Sea (SOLAS) and the accompanying Code, i.e. the International Ship and Port Facility Security Code or ISPS Code. The ISPS Code contains detailed security-related requirements for governments, port authorities and shipping companies. It is intended to enable better monitoring of freight flows, to combat smuggling and to respond adequately to the threat of terrorist attacks. The CoESS Working Committee Maritime Security's European Training Manual is the ideal tool to provide port facility security personnel with the specialist education they need in order to ensure they are fully compliant with the ISPS Code. The CoESS Board of Directors and the CoESS General Secretariat would hereby like to express its appreciation and thanks to the project team for the completion of this first and crucial building block.

From July 15 to 22, 2008, CoESS' Secretary-General, Hilde De Clerck, was invited by SIA, the South-African Security Industry Alliance, South-Africa's national confederation for the private security industry, to attend an intensive study visit in Johannesburg and Pretoria. CoESS and SIA have signed a landmark Agreement of Understanding, making
European security technology and training methods available to the South-African security sector. The agreement, signed on behalf of SIA by Chairman Sibusiso Ncube, sets out to raise the quality of services offered in South-Africa and to improve the training and working conditions of private security staff. CoESS is convinced that this agreement will enable the development of an intensive cooperation with the South-African private security industry through the exchange of information, best practices, mutual assistance, joint meetings and exchange programs.

From June 23 to 26, 2008, CoESS' Secretary-General, Hilde De Clerck, was invited by the Cyprus Association of Security Companies, member of CoESS, to attend a three-day seminar. During this visit, the Secretary-General had the opportunity to meet with the Cypriot Board of Directors and to discuss Cyprus ' current private security market situation. The Cypriot association hosted a seminar during which the Secretary-General delivered a detailed presentation on CoESS and on the main challenges the private security industry is faced with throughout Europe . The Secretary-General also met with Dr. Kypros Chrysostomides, Minister of Justice and Public Order, and with Mr. Costas Hadjipavlou, Senior Administrative Officer at the Ministry of Justice and Public Order. As Cyprus is currently in the process of finalising a Bill on Private Security Companies, both meetings were very timely and offered the Secretary-General the possibility to discuss the draft Bill.

CoESS received a membership application from USP, Union des entreprises de Sécurité Privée, the third French private security association next to SNES, Syndicat National des Entreprises de Sécurité, and FEDESFI, Fédération des Entreprises de la Sécurité Fiduciaire, also members of CoESS. On May 22-23, 2008 CoESS was invited to speak on the Services Directive at the Academic Public Security Summit that was organised in Valkenburg, The Netherlands, under the expert guidance of Prof. Dr. Marc Cools. The Summit was a two-day informal meeting including representatives from Hewlett-Packard, Telindus and Microsoft and a number of key spokespersons from organisations that are involved in public security. The main objective of the Summit was to have a better understanding of the most important challenges concerning organisation and technology as regards public services and to initiate an open debate on the added value technology can offer in public security.

On April 18, 2008 CoESS actively participated in a conference organised by the European Commission
on 'Promoting
Best Value through Social Dialogue'. The aim of the conference was to promote the handbooks
issued by social partners in the following sectors: contract catering, cleaning, private security and
clothing-textiles, assisting purchasers in selecting best value bids, i.e. awarding contracts not only
on the basis of the price, but also taking into account various qualitative elements. The conference
gathered some 200 participants and featured speakers from the European Commission and European and national
social partners as well as from local and regional authorities, companies and other stakeholders. Practical
examples of how to promote qualitative criteria in tendering were presented by actors with direct experience
of using the guides. The conference was crowned by the signing of a joint declaration by the four sectors, who also issued a joint press release on the topic.

On June 12, 2008 CoESS, in collaboration with CEPS, Centre for European Policy Studies, will organise a Private Security Summit 'Private Security at the Crossroad of the EU's Future' in the Stanhope Hotel in Brussels. This high-level conference will bring together for the first time all representatives of the EU Institutions dealing with private security and other major stakeholders active in the field. Three sector-specific workshops will be organised focusing on the challenges the private security industry is currently facing including security funding, critical infrastructure protection, services in the internal market, standardisation and public private partnerships.

On April 2, 2008 CoESS actively participated in SNES' General Assembly, which was hosted at the INHES Institute (Institut National des Hautes Etudes de Sécurité) in Paris, France. SNES is the French private security association, member of CoESS. Hilde De Clerck, Secretary-General of CoESS, was one of the honorary speakers during the General Assembly. On March 7, 2008 SNES, the French private security association, member of CoESS, and USP, the second French private security association, candidate member of CoESS, signed a joint declaration which will unite both associations in their joint activities to overcome the economic and structural crisis the French private security market is currently facing and to further develop and promote the private security sector as a whole. Both associations will create transversal workgroups to tackle some of the most urgent questions. With this new approach, both SNES and USP strive to engage clients and public authorities in the dossiers these workgroups are dealing with. In order to seal this multipartite pact and to create an open dialogue, SNES and USP will organise a National Private Security Convention on April 8, 2008 in Paris aimed at gathering private security providers and their clients in order to jointly establish the pillars of this renewed win-win situation.

On February 26, 2008 APROSER, the Spanish private security association, member of CoESS, in collaboration with AES (Asociación española de Empresas de Seguridad), organised a workshop entitled 'Private Security in Spain - State of play and possible future need for a legislative reform' in the framework of the SICUR Exhibition (International Security, Safety and Fire Exhibition, February 26-29, 2008 in Madrid, Spain). Danny Vandormael, CoESS Working Committee Electronic Surveillance Chairman, delivered a presentation on the content of the project that is being developed by CoESS on monitoring and alarm receiving centre requirements and on the state of play and concrete developments at national level of similar initiatives. Hilde De Clerck, Secretary-General of CoESS, also delivered a speech on the evolution of the Services Directive in relation to the private security industry and on the topics that are currently being dealt with by the European Commission. The CoESS Board of Directors and the CoESS General Secretariat were deeply saddened to learn of Mr. Veiko Jürisson's death. Mr. Veiko Jürisson was the former Managing Director of the Estonian Private Security Association until 2007. He was the initiator of the fruitful cooperation between the Estonian association and CoESS and distinguished himself with his enthusiastic manner and continuing support. Both the CoESS Board of Directors and the CoESS General Secretariat have expressed their heartfelt condolences to Mrs. Jürisson and the family.

Jorma Hakala, Vice-President of the CoESS Working Committee Guarding and member of the Finish CoESS member federation, ASSI, published on February 1, 2008 a report entitled 'Why regulate manned private security? ' on the reasons and requirements for private security regulation as expressed by representatives of governments, industry associations and academia. The report comprises a structured summary presentation of the 'reasons and goals' argumentation used by different interest groups to support statutory regulation of private manned security services. The results show that even if the private security regulation is diversified and the practical execution of rules differs considerably from country to country, the main reasons for and goals of the industry-specific statutory regulation are to some extent identical globally. Primarily strong constitutional, public and institutional interests have been and still are the driving forces behind this sort of legislation in societies. The reasons and goals can be grouped into three main categories:
- Constitutional requirements, such as protection of individual human rights, maintaining the state monopoly on violence and the definition of the public/private division of labour in security work;
- Public interest requirements, such as exclusion of unsuitable elements from the industry, guaranteeing of security providers' accountability and control of weapons in private security work;
- Professional requirements, such as the elimination of 'cowboy' companies from the business, the setting of minimum ethical and quality standards for the industry's activities, the organising of industry-specific training and the guaranteeing of proper terms of employment for security officers.

On February 4, 2008 CoESS and RASI, the Russian Association of Security Companies, signed a partnership agreement as was announced during the CoESS General Assembly of September 20, 2007 in Brussels. Both Marc Pissens, President of CoESS, and Hilde De Clerck, Secretary-General of CoESS, were present at the official signing ceremony. The signing of this partnership agreement is an excellent instrument allowing both parties involved to exchange information and best practices and to maintain an open communication line between both associations. On December 13, 2007 EU leaders signed the Treaty of Lisbon, thus bringing to an end several years of negotiation about institutional issues. The Treaty of Lisbon amends the current EU and EC treaties, without replacing them. It will provide the European Union with the legal framework and tools necessary to meet future challenges and to respond to citizens' demands. The key objectives of the Treaty of Lisbon can be summarised as follows:
- A more democratic and transparent Europe ;
- A more efficient Europe ;
- A Europe of rights and values, freedom, solidarity and security;
- Europe as an actor on the global stage.

On December 4-5, 2007 CoESS participated in a conference in Sofia, Bulgaria, on the development of the Social Dialogue within the Bulgarian private security sector. NAFTSO, the Bulgarian National Association of Industrial Security Companies, member of CoESS, actively contributed to the development of the Social Dialogue and also took part in this conference as a member of and organised by BUSI. BUSI, the Bulgarian Union of Security Industry, was established in April 2007 and unites three private security associations, i.e. NAFTSO, NAFOTS (National Association of Technical Equipment-Based Security Companies) and BCPS (Bulgarian Chamber for Protection and Security). The three associations unite some seventy-two private security companies employing over 20 000 guards. From that point onwards, the contacts already established by NAFTSO with CITUB (Confederation of Independent Trade Unions in Bulgaria) and more particularly with FITUSAO-CITUB (Federation of Independent Trade Unions from the State Administration and Organisations), of whom TUWSB (Trade Union of Workers in the Security Business) is an active member, continued through the BUSI platform. In August 2007, an agreement on the minimum social security thresholds for the private security sector was agreed. On September 12, 2007 a cooperation agreement was signed between BUSI and FNSDUO-CITUB. All parties involved have demonstrated a strong determination to further develop the Social Dialogue within the Bulgarian private security sector. On November 29-30, 2007 CoESS participated in a conference organised by the European Commission with the support of the Portuguese Presidency entitled "Working together for results: conference on the European Social Dialogue" in Lisbon , Portugal . The conference discussed the results of European Social Dialogue and the benefits they had brought European workers and companies. As part of the celebrations of the 50th anniversary of the European Union, it was an opportunity to reflect on the role of Social Dialogue in European governance. Nikolaus G. van der Pas, Director-General, DG Employment, Social Affairs and Equal Opportunities, European Commission, opened the conference and the keynote speech was delivered by José António Vieira da Silva, Minister of Labour in Portugal . Over the last 20 years, European Social Dialogue developed into a major pillar of European social policy. How does it work? What are the main discussion topics? What has been achieved so far? The Polish Security Companies Association, PZFO, now former CoESS member, has informed the CoESS President and the CoESS Board of Directors that its CoESS membership at this point cannot be maintained as the PZFO Board of Directors on November 20, 2007 decided to dissolve the association. For the past two years, PZFO has worked closely together with the second Polish employers' association in order to create a unified organisation, namely the Polish Security Employers Association, thereby broadening the scope of the association and strengthening its impact.

On November 16-17, 2007 CoESS delivered a lecture on CoESS' organisational structure, goals and initiatives at the second edition of the International Security Conference 'Private Security - a Commonplace Reality and a Social Need', organised by the Coordinating Committee of Romanian Private Security Services (CCRPSS), member of CoESS. The two-day Conference was organised in the World Trade Center in Bucharest, Romania. Speakers included Mr. Rt. Hon. Bruce George (MP), Mr. Peter Jones, Dr. Mark Button, Mr. Ken Livingstone, Mr. Gordon Lilly, Mr. Gabriel Mihai Badea (Chairman of the Romanian Security Industry Association), Ms. Adeline Palade, Mr. Aurel Catrinoiu, Dr. Ingo Pas and Ms. Hilde De Clerck, Secretary-General of CoESS. The Conference focused on topics such as:
- Security regulations - adjustment to economic reality and security services quality;
- Introduction to retail security;
- Security failure;
- Risk communication and security;
- Event security;
- Legislative framework of security services;
- Potential improvements of Romanian security regulations;
- And others.

On November 13-16, 2007 CoESS participated in the 'Sicherheit 2007' conference, a showcase for the safety and security industry, co-hosted by VSSU, the Association of Swiss Security Service Companies, member of CoESS. The four-day conference was organised in the Exhibition Centre Zurich in Zurich, Switzerland. The sixteenth edition of the Sicherheit conference was again a forum for dialogue between seasoned industry experts. The conference mainly focused on the standards of the safety and security industry of tomorrow.
CoESS would hereby like to thank Wolfram Manner from VSSU, who was kind enough to personally guide CoESS through the conference, and who organised an interview with CoESS' Secretary-General, Ms. Hilde De Clerck.

On April 20, CoESS participated in an important conference on Flexicurity. The conference is part of the board consultation process the European Commission is conducting among Member States, parliamentarians, Trade Unions, business, NGOs and the general public on Flexicurity. The Commission will draw conclusions from this board consultation and will present in June a Communication, which is to provide major input to the development of common principles around Flexicurity. The two Romanian members of CoESS, ARIS and PATROSEC, have formed, together with a third federation (ARTS), a new joint council, the Coordinating Council of Romanian Private Security Services (CCRPSS).
During the last CoESS Board Meeting on March 8, the Board of Directors took note of the fact that ARIS, PATROSEC and ARTS have formalised their agreement to establish a new forum for CoESS and other international representation, i.e. the Coordinating Council of Romanian Private Security Services (CCRPSS). ARIS and PATROSEC are currently finalising the practical details of their joint cooperation. For the time being, they can still be reached at their respective addresses. The coordinates of the new s tructure will be communicated shortly. The new Council will act as an active member organisation, representing the Romanian private security sector. CoESS is confident that the new joint structure will lead to increased mutual cooperation and added value.

On 14 and 15 September 2006, CoESS held its Ordinary Annual General Meeting and Extraordinary General Meeting in Stockholm.
Largely due to the efforts by the Swedish hosting federation ALMEGA, the meetings were very successful: the necessary formal modifications to the Statutes were adopted, a new Board of Directors was elected for the coming 2 years and a new financing methodology was agreed upon. All documents related to these meetings will soon be available on the intranet.

At the CoESS General Meeting in Stockholm, Mr. Claude
Lévy was nominated as Honorary Chairman of CoESS. Claude Lévy is one of the founding fathers of CoESS and to the present day remains very active in the private security industry. He has, among other important functions, also been for long years the Honorary President of UFISS (France). Next to Dr. Stephan Landrock (Austria), Claude Lévy is the second Honorary Chairman within CoESS.

Important changes in Italy's membership within CoESS: FEDERSICUREZZA has taken over the CoESS membership from ASSVIGILANZA. Federsicurezza, or the National Federation of Surveillance and Private Security, is the result of a merger between ASSVIGILANZA (traditional guarding and telemonitoring), UNIV (traditional guarding and telemonitoring), ASSOVALORI (cash-in-transit), ANSAT (satellite security and guarding) and a newly established organization representing only non-armed guarding. FEDERSICUREZZA represents some 200 companies and 20.000 guards and can therefore claim to speak on behalf of more than 50% of the Italian private security market. The establishment of FEDERSICUREZZA as a sector federation marks an important step for guaranteeing a better representation, a higher visibility and a more efficient representation of the interests of the private security sector in Italy. CoESS highly welcomes this development, which is totally in line with its vision of strong and unified national membership. More details to come soon.

Draft EU Directive on Services: Last 4th of April, the European Commission has adopted an amended proposal for a Directive on services in the EU single market. This is the next stage in the legislative process after the European Parliament's vote at first reading in February 2006. In this new proposal, security services remain out of the scope of the Directive (following the European Parliament's vote of 16 February 2006). Nevertheless, the text also indicates that the European Commission shall assess, one year after the date of transposition of this Directive at the latest, the possibility of presenting proposals for harmonisation instruments on security services and transport of cash and valuables.

Draft EU Directive on Services: Last 16 February,
the European Parliament voted important amendments to the draft
Directive "Bolkestein", excluding the security sector
from the scope of the Directive. It will now be up to the European
Commission and the Council to back up or to deny this important
amendment.

the European Union was organised by the European Public
Private Security Forum on the 19th and 20th of December 2005 in

Association (ISMA) and DG JAI. Private companies and associations

partners on the European Commission Staff Working Document "Towards
a European Qualifications Framework for Lifelong Learning"
The European Commission launched a consultation on the European
Qualifications Framework (EQF). The objective of the planned
EQF is to create a European framework which will enable qualifications
systems at the national and sectoral levels to relate to each
other. This reference structure will be used on a voluntary
basis and will facilitate the transfer and recognition of qualifications
held by individual citizens.
The Commission consulted the European Social Partners, among
others. The responses will be taken into account in establishing
the final content and structure of the EQF, prior to a formal
proposal in 2006. Here

The European Foundation for the improvement of living
and working conditions designed an easy-to-use online reference
tool, the European industrial relations dictionary. It
is a comprehensive collection of the most commonly used terms
in employment and industrial relations at EU level today and contains
almost 300 alphabetically listed entries, featuring concise definitions
and relevant contextual information, with hyperlinks to EU legislation
and case law. Background information is provided on the institutional
framework, legal framework, collective industrial relations, individual
employment, the enterprise, free movement of workers, discrimination
and equality in employment, health and safety and movement towards
an EU system of industrial relations.

At the First National Meeting of the Private
Security Industry in Bulgaria, an important Joint Declaration
was signed by the different employers organisations representing
the private security companies
At the initiative of NAFTSO,
CoESS member organisation, an important national meeting took
place in Sofia, Bulgaria, on last 1st December 2005, bringing
together for the first time representatives of the private security
companies (represented within NAFTSO,
the most representative organisation, and into some smaller
associations), the national police authorities, high level representatives
of the political bodies responsible for private security, academics
and experts. At the outcome of the meeting, a Declaration was
signed by all representatives of the industry. The Declaration
addresses the current problems the private security market in
Bulgaria is facing, defines the objectives of the sector related
to the necessary developments of the industry and lists the
engagement of the signing parties to reach these objectives.

approved as the CoESS Statutes.

ESTA and CoESS agreed upon a joint position paper
concerning the Draft Directive on Services in the Internal Market.
The document is a clearer indication of the joint positions and
merely a rewording of the existing CoESS position paper. It supports
the idea of a derogation from the country of origin principle
for the whole sector of the private security, unlimited in time,
that is, until a harmonisation tool is found. From now on, both
ESTA and CoESS will use this common position.

replace Reg 2320/2002 (Common rules in the field of civil aviation
