Round Table on Social Dialogue

in the private security sector

Aim of the meeting:

In the last decade, the social dialogue between representatives of the social partners organisations representing the two sides of the industry has emerged at European level. Article 139.1 of the Amsterdam Treaty established that " the Commission shall have the task of promoting the consultation of management and labour at Community level and shall take any relevant measure to facilitate their dialogue by ensuring balanced support for the parties". From then on, the European Commission has strongly supported this process that is clearly linked to the European social model. The 1998 Commission Communication adapting and promoting the social dialogue at Community level, defined the criteria for the establishment, composition and operation of the sectoral dialogue committees; one of the most active committees at European level that has operated in this period is the private security social dialogue committee.

As part of the acquis communautaire , the social dialogue has been identified as one of the most important topics in the enlargement process. In particular, the European Commission reports on the enlargement process in the Baltic countries clearly evoked the need of improving the social dialogue process in Estonia , Latvia and Lithuania , since social dialogue could really contribute to the true success of enlargement. Enlargement has also been considered a real priority by private security social partners. Different activities have taken place, in particular a Conference that was organised in Warsaw in order to identify new suitable partners. Different new EU members have already taken on social dialogue activities. Baltic countries may and should develop a stronger social dialogue at national level and be active partners at European level too.

The seminar will provide an overview of social dialogue activities at European level with a special emphasis on former, current and future activities, texts and projects in the private security social dialogue committee. The event will also concentrate on the current situation and prospects in the three Baltic countries and the practical experiences from old and new EU members.

Representatives from the European and national administrations, trade unions and employers organisations at European and national level will take part in the event as speakers. The event will also serve as a real opportunity for trade union and employer representatives from Estonia , Latvia and Lithuania to meet, to exchange information and to establish firm contacts for the future.
