Legal certainty and responsible AI for public security: CoESS contributes to EU High-Risk AI Guidelines
CoESS has submitted its contribution to the European Commission’s consultation on the draft Guidelines on the classification of high-risk AI systems under the AI Act. The Guidelines are an important step to support legal certainty, trustworthy AI uptake and practical implementation across Europe. For the private security services industry, clear rules are essential to enable the ethical, responsible and effective use of AI, in line with the CoESS AI Charter and the sectors commitment to public security and a human-centric approach.
CoESS strongly supports the European Commission work on the High-Risk AI Guidelines and welcomes the opportunity for industry stakeholders to provide practical input. AI has strong potential to support private security services in areas such as alarm verification, critical infrastructure protection, public space security and operational decision-support. At the same time, its use must remain human-centric, proportionate and aligned with clear ethical principles. CoESS therefore highlights the need for practical guidance on safety functions, biometric identification and verification in access control, emotion recognition versus behaviour detection, AI for critical infrastructure perimeter protection, and AI systems used in alarm receiving centres. Clear and workable EU guidance will support businesses competitiveness and help ensure that AI is deployed responsibly in private security services for the benefit of society.
