Activities

CoESS is active in a number of EU Expert Groups, where it brings its specific knowledge and expertise to the stakeholder community, and discusses matters of joint interest.

LANDSEC

Expert Group on Land Transport Security

The Group assists the Commission in formulating and implementing the EU’s activities aimed at developing land transport security policy. The lead DG for this stakeholder group is DG MOVE (Mobility and Transport), and covers transport, justice and home affairs.

The main tasks are:

  • to assist the Commission in the preparation of legislation or in policy definition;
  • to coordinate with Member States;
  • to exchange views between authorities and representatives of the relevant companies and organisations 

CoESS also takes part in the work of the Committee’s sub-group on railway security, RAILSEC, and three related sub-groups.

SAGMAS

Expert Group on Maritime Security Inspections

The Group holds information sessions and exchange of best practices between Commission Staff and national experts in the field of maritime security. The lead DG is DG MOVE (Mobility and Transport). 

The main tasks are:

  • to coordinate with Member States, exchange views;
  • to monitor the development of national policies and the enforcement of EU legislation by national authorities;
  • to train national auditors on maritime security implementing rules.

CoESS takes also part in the work of the Committee’s sub-group on ferry security.

SAGAS

Expert Group on Aviation Security

The group advises the Commission on the preparation of legislative proposals and policy initiatives as well as in relation to the implementation of existing legislation in aviation security. The lead DG for this stakeholder group is DG MOVE (Mobility and Transport).

The main tasks are:

  • to assist the Commission in the preparation of legislation or in policy definition;
  • to coordinate with Member States;
  • to exchange views between authorities and representatives of the relevant companies and organisations.

EU Operators Forum

As part of the EU Action Plan to support the protection of public spaces against terrorist attacks, the European Commission, under leadership of DG HOME, has set up an Operators’ Forum bringing together representatives of EU Member States and representatives of the various private and public operators responsible for these public spaces.

CoESS has been invited to join the forum and takes part in its discussions and meetings, including several Cluster Groups.

CoESS Committees

The CoESS Committees bring together experts from the various areas of activities of the private security industry.

Social dialogue

Since 1992, the European Trade Union Federation for Services and Skills, UNI Europa, and CoESS are actively involved in the European Sectoral Social Dialogue for the private security services sector.
